Legislation would be an infringement on the freedom of expression and an invasion of privacy. Meanwhile, women can dress in a provocative way and those who may be offended must, for the most part, bear with it.

Do we really need to legislate this? However, I do wish they'd pull their pants up. Sometimes I wonder how they manage to get them to hover right below their butts.
