National Security Archive reports the Bush-Cheney White paper "justifying" the invasion was developed a full three months in advance of the intelligence data and analysis that should have served as the basis for that justification; then doctored NIE report to agree with their own White Paper. Only imminent threat mentioned was the possibility of Iraqi terrorism in USA if Saddam regime was threatened - but Bushco deleted it before giving the report to Congress.

Actually, the Naval War College (and a few others) already had plans in place for several countries, including Iraq. These things are planned out well in advance in the event that they have to enacted, the plans are merely updated and not drawn up hastily from scratch.

A war plan is one thing, a position paper is quite another. I'll like to have a look at this paper and its language.

It will take me sometime to go over all the documents (about a half dozen or more declassified pdfs) but what I read so far seems to confirm the gist of the clip above.

Right - the clip does not refer to plans, but to justifications that come from intel. In other words, we are justified in going to war because of intelligence reports that suggest this, this, and this.
Bushco made up their White Paper months before they had the intel. Then they deleted material from the intel report that didn't support their position, and warnings of the downsides of invasion, before presenting their materials to Congress. You'll recall, their info was only given to Congress under duress. Alas, few Members bothered to read even this doctored version, trusting the President's word that the intel was vetted and reliable - a catastrophic failure of the legislative branch to...
