They did a story on the news here where stimulus money was being used to repair sidewalks in smaller towns next to roads in need of repair because federal rules prohibit the use of federal funds to repair roads in areas where the sidewalks don't meet guidelines by the American's with disabilities act. That way the next time funds become available those roads can be repaired (provided the guidelines don't change before then).
