Maybe this is a way to level the playing field. They can shoot at us and place IED's, but we need to catch them in the act and arrest them.

Remember when the USS Cole was bombed? The strongest thing President Clinton threatened to do was to get the FBI involved so we could bring the terrorists to justice. Change the scene to a real war and hit play for the next 3 1/2 years.

Also the FBI was sent to the area of the USS Cole because they had the expertise in explosives and interrogation, not mention the international law enforcement connection to track and capture the people responsible.
