                                       Among the precepts of the “Bush Doctrine”—as loyalists to the current president call the set of foreign-policy principles
                                       by which they, and no doubt he, hope his tenure will be remembered—by far the most widely admired has been his stance on democracy
                                       in the developing world. The clearest articulation of this stance can be found in a November 2003 speech at the Washington
                                       headquarters of the United States Chamber of Commerce, when Bush sharply denounced not just tyranny in the Arab states but
