Only the parents know if that child stands a chance of having a good life, and they should determine whether it is best to rescue the developing cells before they become a mid-term fetus. In ancient Rome, you could actually "murder" your child until he or she was 3 years old, as long as it was outside the city walls. Look it up. I don't condone this level of brutality.
