You can see their point, though - the Pakistani government could not possibly allow a foreign power to kill Pakistanis on their own soil. As always, most of the dead are civilians. If it continues, the government will fall.

<P>The orders, which come in response to a highly unusual Sept. 3 ground attack by U.S. commandos, are certain to heighten tensions between Washington and a key ally against terrorism.
