Geshizar says:

In Iowa some genius determined that as long as it is 20 degrees or above it's OK to shut down the gas or electricity. Evidently in this state natural laws such as freezing occurring at 32 don't apply. Christ most people won't even leave their dogs outside at 20 degrees.
