The US Army and Ft. Hood Commander are both tasked ultimately with Unit or Command Security. Under the UCMJ Hasan could have be relieved of Duty and imprisoned while under investigation or examination.
The FBI should have passed the investigation information to the Army CID. You can't tell me everyone who observed Hasan's conduct was PC. If you've ever been Military you know the Military is some of the LEAST PC people in the World. A spade isn't just a shovel to them.
Somehow the investigation failed to look beyond this man's job as a psychiatrist and noted a danger due to his having basic military training even as a Dr in the Medical Corp.
