					</TD></TR></TBODY></TABLE>日本荷主協会は来週、オーストラリアの木製梱包材の検疫規制に関する現地調査を行う。豪州は検疫に独自基準を設定し、植物防疫国際基準(ISPM)No.15では対象外のベニヤ材など合板にも消毒を要請している。荷協では当局責任者との会談を通じ、同国規則の明確な情報を得る方針。
豪州やニュージーランドはISPMNo.15の基準を採用しているが、生態系保護のため、制度の一部が通例と異なっている。ISPMNo.15はガイドラインであり国による規則の違いを容認しているため、国際法上の問題はない。このため、貿易業者は各国の差異を把握する必要がある。
荷協では今週中に、豪州との取引での問題や疑問を集めて現地での調査対象とする。
これまでに浮上している問題点は、　1.サプライヤー・レター・ヘッドと呼ばれる書式の正確な表記方法　2.合板梱包材に関する必要書式の記入方法　3.日本からの輸出で、中国製合板を使う場合の書式作成方法　4.LVL材が合板に該当するか　5.ダンネージ材へのマーキングの必要性について　6.樹木の皮はぎ(デバーキング)要求と表示方法、証明方法の確認　7.アニュアル・パッキング・デクラレーションの作成方法と利用状況　8.ISPMNo.15のマーク付き木材とアニュアル・パッキング・デクラレーションの関係。
