Yet something that isn't mentioned much is that under the new health care plan Medicaid is set to be expanded to cover those making 150% of the poverty level. States are responsible for about 45% of Medicaid, and in most states it is the second largest budget item behind education. This amounts to a huge unfunded mandate for the states that doesn't get added into the official costs of the plan.
