If Congress agrees, for now it will cost each American 2,300 dollars to buy a heap of financial junk. This figure would surely increase, perhaps considerably, if the 'bail out' fund increases, as many fear it will have to in order to obtain any significant impact.

Not nearly the real problem - the problem is the same as 1929: people buying on margin and "lenders" ie, THE CREDIT CARD COMPANIES have sold the USA to China.
So said, you are right, the deregulation of the banks is the ultimate cause of the death of the United States. Check who is making money there.
