Well, first and foremost it is the local governments in the regions that foster terror. But being as they currently function as mere proxies, their masters in America are also at issue. Most significantly, I think that the rampant corruption in both the Israeli government and relatively moderate Fatah has allowed for Hammas to gain a fresh wave of support in Palestine. I actually think that the US supporting regional governments is not the core problem, but instead that it is which governments we support.
