I think the word 'czar' originally goes back to Caesar, but I know who you are referring to. Obama has taken it to an unprecedented level while showing no leadership on anything whatsoever. Everyday a new crisis. The pit he's plunged us in, both on the international and domestic scene, is becoming a black hole. The World laughs.
