					</TD></TR></TBODY></TABLE>国土交通省は港湾法の改正案を5日に閣議決定、今国会に提出する。港湾内の迅速・安全な貨物移動を可能にするため、重要国際埠頭施設の制限区域への人員の出入り管理システムを国が設置・管理できるようにするほか、システム使用者の使用料負担を規定。また入港料率の設定などに関する国交相への事前協議制を上限の範囲内で設定することについて事前届け出制に緩和する。
出入り管理システムの構築では、国交相が設置・管理する電子情報処理組織に同システムを追加。全国レベルの情報処理システムやICカード、生体情報を読み取ることのできるカードリーダー設置などを可能にする。同時に同システムを利用する施設管理者などが使用料を負担することも法案に盛り込んだ。
入港料率設定にかかわる事前協議制の見直しでは、政令で定める重要港湾の入港料率の設定に関し、これまでは国交相の同意が必要だったのを緩和、港湾管理者(地方公共団体)による港湾管理の自主性向上を図る。
このほか、08年度供用の川崎港基幹的広域防災拠点の管理について、大規模地震などの災害発生時には一時的に国の直接管理を可能にする。地方公共団体が主体となる現行の港湾管理者制度では、国が直轄整備した国有施設であっても完成後の管理は港湾管理者に委託しているが、これを一部施設に限り時限的な国管理下に置くことができるようにするもの。日本の港湾管理で国の関与拡大を図る取り組みの一つとして注目される。
