Officer Evans tightened her handcuffs further, causing her great pain and making her cry.
Evans, a veteran of the war in Iraq, apparently has forgotten that he was ostensibly deployed, in the first place, to defend the very freedoms he would have denied Julia Xanthos.

In the interest of Public Safety, he needs to be immediately psychologically evaluated to determine if he is suffering from post traumatic distress syndrome to determine if that is why he treated Ms. Xanthos as though she were an al-Qaeda operative.

Something is clearly amiss that clouded his judgment to discriminate as to what constitutes the behavior of ordinary citizens, and who is an actual law breaker.

His actions were clearly out-of-bounds.
