My point exactly, yet the framing of this issue by this clip and the opposition group is defined by that group. Neither the legislation nor the proponents that make any claim on banning "mom and dad". Just the opponents. Yet this is offered as a fact.

Could this be... An emotional appeal to the cultural warriors of the right?
