This is pretty scary to think that there are so many "fugitives" in America at this time. Not only that, this is estimated at only 5.4% of ALL ILLEGAL ALIENS?

That's scary. That would mean over 11 MILLION Illegal Aliens are in America right now.

I am surprised that you don't have any hesitation about to believe this kind of "Security Reports".
Think about possible (in fact very probable) hidden intentions from those who prepare this kind of report.
More "Fugitive aliens" - more job and more power for them and the like...

So you're saying that everyone in Texas and Arizona, and California and New Mexico who are watching, reporting, filming illegals running across the border are part of some government plot?

If anything, they are the ones, the ordinary citizens fed up with it all, who are trying to do something about it, and the government, whom you think is the one hatching some sort of plot, are doing pretty much nothing.

Let's see. They send guard troops only after the Minuteman Project (all unpaid citizens) gather evidence about the huge problem, and even then, only after the Mexican Govt complains about their role in slowing the flow of border jumpers.

The guard are not allowed to intercept or do anything. They weren't even armed!

In southern AZ we've seen long lines of what were presumably illegals running in a long line ahead crossing the highway. A friend was warned by a local sherrif's deputy to not stop at night along a scenic highway between Tucson and Phoenix. Reportedly there were armed illegals stopping cars. Further along the highway he experienced someone jumping onto the road trying to get him to stop. He gunned the engine and and kept going. This is the reality in southern Arizona - stay off the back roads.
