All those "secret squirrel" alphabet organization employees are seriously conditioned by the nature of their workplace to be delusionally paranoid. Each and every one of them have 10+ memos, like the one in your example, fired at them every day. I think they would do a much better job if they could be fed a little common sense with the thickened plots. As it is, it's hard for them to find and focus on genuine problems, as opposed to red herrings, that need assessment and investigation.

The real question is not why is our government doing this.

It is how many tattooists have turned narc.
