The 2005 version started at $375 billion for six years, but President Bush pressured it down to $286 billion. Oberstar has said he would support increasing the tax if necessary. Senate Environment and Public Works Chairwoman Barbara Boxer, D-Calif., is personally opposed to raising the gas tax, although her committee is reviewing an array of funding options.
