To absorb and recycle smog from the intense traffic near Paris in an "Innovation Center for Sustainable Development."

In following the links I couldn't get an idea as to whether this is just some blue sky design practice, or something that someone is actually proposing to build. It hardly seems likely that Parisians will allow this thing to be built in their city, would they?
