I'd guess that the volume of higher quality bud in the market is higher than it used to be but that the ceiling on the quality remains about the same. Couldn't prove any of it by me, though.

the vol of the quality is due to cloning & hydro - temp -light control ,... back when u seeded soil outside u got pot luck ,[4give pun]
