Just think how much more crime ridden our society would be if more law breakers were more intelligent. In a twisted sort of way I suppose that could justify my states low academic rating. They're fighting crime!!!

well finally, but if the keep reducing the standards of education even the noncriminal citizens won't be able learn how to turn on computers.
