Because a pocket knife is always handy. What if someone on a plane needed an emergency tracheotomy? If no one had a knife, then that person would die.

There are a thousand legitimate reasons to carry a pocket knife that have nothing to do with harming anyone.

Why would anyone decent want to carry a knife of any sort through customs???

I carry a pocketknife regularly* for various purposes, all of them peaceful and legal. I'm just as likely to need to clip a loose thread on a garment, slice an apple, trim a piece of moleskin to cover a blister, or cut open the shrink-wrap on a package when I'm traveling as when I'm at home. Whether I have it in my carry-on or my checked luggage, I'm still going to be carrying it through customs.

It's ridiculous to suggest that something like my Swiss Army knife, complete with corkscrew, scissors, toothpick, tweezers, and (ineffective) nail file is the same thing as a one-handed flick knife or switchblade....
