With the commitment to the war for terror, there are not a lot of soldiers free to sort out some of these messes. "They" know that China and Islam are working (separately of course) on as much control in Africa as possible. Doubt the Africans will gain much from either of them, but "they" are starting to see they will miss out.
The world seems to have a policy of Africa being the easing of the overpopulation.

You reply doesn't explain why Ki-moon ignores what is happening in Darfur, and many other places where tens, and even hundreds of thousands are being slaughtered.

Homosexuals are hung in public in Iran and Ki-moon is quiet.

Women are stoned to death for talking to a man in the street, but Ki-moon remains quiet.

What is important here is not why he attacks Israel, but why he avoids other issues.
