America has been under a perpetual "yellow alert", without any evidence whatsoever, even during the Inauguration. This propaganda campaign and ruse, domestically, has been real expensive, and as long as there is a war in Iraq and Afghanistan and strikes in Pakistan (which Obama continues) merely renaming it will make little difference.

Clinton carried out wars abroad without having a major campaign title. US covert military actions have actually retained an almost constant state of "war" without Congressional declarations.

The domestic costs of the 'war on terrorism' have distracted state and local police from the very great and real threat of "normal" crimes which have been overlooked while the "terrorism" threat has been grossly Overblown and law enforcement inefficiently deployed and side-tracked with nonsense training and equipment, and increased federal debt

Until Obama and all the of western nations understand that a terrorist in their country is a freedom fighter in another country and until they recognized the real reasons behind the rise of anti-western country movements, nothing will be changed.

History showed that this kind of war has no end, unless the injustice in the world targeted first.

The purpose of having a "war" is to increase and maintain "state of emergency war powers" so that Bush, and now Obama, can go beyond the Constitution in Executive capacity.

I believe America is still under "state of emergency" powers which Bush declared and sustained after 9/11, and that Obama has not rescinded that order either.
