Who wrote the memo? Did Bush write it? Was it ever acted upon? Is writing a memo a crime? Is this whole story anything more than more BDS?

It was acted upon. In fact the whole construct of unfettered Presidential power relies on memos like these. Why do you think Mukasey is still dodging the "is it or is it not torture" question?
