"We're certain that nations thinking of using cluster munitions won't want to face the international condemnation that will rain down upon them, because the weapons have been stigmatized now," said Steve Goose, arms control director of New York-based Human Rights Watch, who was involved in the talks.
Maybe the next US admin. will be moved by this, but not Bush. Can't shame the shameless.

Bush is too much in the control of the arms manufacturers to apply any sanctions. He'll cry real loud when the Jews accidentally send a barrage at American troops.

The real problem is that up to 50% of the sub munitions (bomblets) do not detonate so they essentially serve as instant mine fields that last for decades. Not to mention their use in densely populated areas as well.

In fact CBUs came to prominence during WW2 when they where used as part of the firebombing of Axis cities.
