Apparently this is a big thing in Cameroon, where young girls are developing breast early because they have a little more food now...so they are growing and developing sexually at a younger age. (9)

The girls get pregnant, the guys run off and the Mothers have to raise their Grandchildren. It is suspected that this goes on in neighboring countries also.
Their Government won't do anything about it. If it were penises that were being disfigured to prevent pregnancy...the officials would step in.
