unusual though that it seems there, its always touch down on water!

If its always over water then doesn't that make it a water spout, which whether its a fair weather water spout or a tornadic water spout, they both tend to be weaker than a regular Midwest tornado, because water tends to disrupt them (water heavier than dirt, dust usually ingested by tornadoes)
