I guess it's easier for Home Depot to absorb the loss caused by shoplifting by passing the cost on to their paying customers rather than risk a lawsuit by an outraged shoplifter.

The resaon Home Depot has such a 'lame' policy towards thieves now is because one was pursued and tackled in the parking lot. He sued them for uneccessary roughness, blah,blah and won.
