Torture is utterly useless in the infamous "Ticking Timebomb Scenario" immortalized by fiction. In fact, the only thing torture is good for is to coerce people into giving false evidence/confessions to support a false assertion. So that means that, in truth, torture was quite useful for the Bush Administration — it produced poor, broken victims that parroted exactly what the Bush Administration wanted them to say to support their fictional justifications for the unwarranted invasions of two sovereign nations.
