This is to be expected in a country that is just coming out of a long dark tunnel of decades of stagnation. Communism is a great concept on paper, but it can stifle the creative nature of people, and prevents movement forward in so many areas. (Not that the rest of the world is doing all that great with global warming, and poisoning the environment, etc.)

I think we are expecting way too much from this country to host the rest of the world, when they currently struggle just to take care of their own.
